Maryland Wear and Carry Application Process Overview

In June 2022, the Supreme Court struck down a New York law that required citizens to prove a good reason why they should be able to carry a firearm outside of the home. This case was of particular interest due to the fact that the Maryland concealed carry permit law was almost identical to the New York law. Soon after the Supreme Court decision was released, the Maryland Governor and the Attorney General directed the Maryland State Police to immediately suspend the "good and substantial" reason requirement. Currently, applicants must only state their reason for the permit is for personal protection, and are not required to provide any sort of supporting documentation. This means ALL applicants who have simply completed required training and passed a background check SHALL be issued an unrestricted Maryland Wear and Carry Handgun Permit (WCHP) for carrying a handgun in public.

Applicants must be at least 21 years old (or 18 years old for employment purposes only).

Permits can be issued to residents and non-residents of the State of Maryland.
WCHPs require completion of the 16-hour firearms training course, offered by Pro Ops. An additional 8-hour training course are required every two years for WCHP renewal.

Steps to completing the Maryland WCHP application online:

Start by navigating to the Maryland State Police Licensing Portal. If you do not already have an account created, that will be the first step.

Creating a new account...

When account registration is completed and you've logged in, click on "Start NEW HGP Application"

Complete this page, which mainly covers demographic information. A very important item on this page is the section where you input the LiveScan tracking number. It will be listed as "PCN #" in the portal, and it will be listed as "TCN #" on the receipt you received when you completed your fingerprinting.

Begin the questionnaire section...
Upload a photo of the receipt you obtained after the LiveScan fingerprinting...
Upload a copy of your completed Certified Qualification Score sheet (Form 29-14). This is the gun range qualification sheet with your score written on it. ** Remember to both sign and date the document before uploading it!**
Upload your passport-style photo...
Follow prompts to complete payment for application...
Once the application is completed, you can track the processing through the portal, and you will be able to see your approval status once one is given. The Maryland State Police Department has up 90 days to process your application. You will typically receive your approval much sooner than that, but 90 days is the maximum.
